The Tyrrhenian coast south of Rome is limestone, which means caves, and the good ones open at sea level where you can only arrive by boat. Sperlonga and the Circeo headland are riddled with them; Tiberius liked the effect so much he built a dining room inside one.
North of the city the water is fresh rather than salt. Bracciano keeps private engines off, so the lake is quiet and clean and mostly sail and paddle, with one slow passenger boat linking the shore towns; Albano sits inside a crater with the walls going straight up around you.
And there is the working version: a day out with a fishing crew, which is the one where you learn what the sea here actually is for. Nobody is performing, the coffee is bad and the lunch is what came up in the net.
Boat days are the ones most affected by the weather, and the ones most worth booking a few days ahead in summer. Where an operator cancels for wind, it is on the card.
Choose between salt and fresh by what you want the day to feel like. The sea is the spectacular one and the one that can be called off: caves at water level, coves with no road down to them, and a horizon. The lakes are the reliable one: no swell, no seasickness, a crater wall going up all round you, and half an hour from the city rather than two.
A word on what these boats actually are. Most of them are small — a skipper and eight or ten people, with stops for swimming — rather than anything with a deck to walk about on. That is the good version: you get into the caves that a bigger boat cannot enter, and the skipper is usually the person who has been fishing this coast since before the tourists came.
Practical: take more sun cover than you think, because a boat has none and the water reflects; take a bag for wet things; take cash for the ones that are small family operations. And book a few days ahead in summer, with a spare day in your trip if you can — wind cancels boats, and an operator who cancels for wind is the one you want.

On the lakes, no — they are craters with no swell at all. On the coast it depends entirely on the day, and the operators do not go out when it is rough. If it worries you, book a lake or book a morning: the sea here is usually flattest early.
